Small Business Relief (SBR) is the most significant benefit for UAE businesses under the Corporate Tax Law. It allows small businesses or SMEs to pay less tax and comply with the law in a simplified manner – if they qualify for this tax relief.

In August 2026, the UAE Ministry of Finance formally extended Small Business Relief till 31 December 2029. It gives SMEs another three (3) years of exemption from corporate tax if their revenue does not exceed the limit.

In this guide, we explain the eligibility criteria, the claiming procedure, who is excluded, and the latest extension in simple terms.

What Is Small Business Relief in UAE Corporate Tax?

Small Business Relief is a provision in Article 21 of the Corporate Tax Law that treats eligible UAE businesses as having zero taxable income for the tax period.

It means that:

  • Corporate tax is not payable
  • Filing and accounting become simpler
  • There is no compliance burden for SMEs

The main criterion of the AED 3 million revenue threshold is a key condition. If your revenue stays under the AED 3 million threshold, you may qualify for the benefit.

Latest Extension of Small Business Relief to 2029

Ministerial Decision No. 131 of 2026 was issued by the Ministry of Finance in August 2026.

Key Update:

  • Small Business Relief for Tax Periods ending on or before 31 December 2029
  • The revenue threshold remains AED 3 million
  • The relief remains available for tax periods beginning on or after 1 June 2023

This gives small businesses three additional years of simplified tax treatment.

Who is Eligible for Small Business Relief UAE 2026?

To qualify for the Small Business Relief, you have to satisfy the following criteria:

  • You are a Resident Person under Corporate Tax regulations (UAE Company or individual operating a business in the UAE)
  • Revenue in the Tax Period is AED 3,000,000 (3 million) or less
  • Revenue was not more than AED 3,000,000 in all previous Tax Periods (this criterion is the key one and is usually the most confusing)
  • You are not a Qualifying Free Zone Person (QFZP)
  • You are not a member of a Multinational Enterprise Group having global consolidated revenue of more than AED 3.15 billion
  • The end of the Tax Period is no later than 31 December 2029

Note: Revenue is the total income generated by your business operations; it does not matter whether your profit is significant or not – if the revenue is equal to or less than AED 3 million, you are qualified.

Who Cannot Claim Small Business Relief?

Small Business Relief cannot be elected if:

  • You are a Qualifying Free Zone Person claiming the 0% Free Zone rate
  • You belong to a large multinational group (consolidated revenue above AED 3.15 billion)
  • The Revenue of the previous Tax Period exceeded AED 3 million, even if it subsequently went below the threshold

Once the threshold of AED 3 million is crossed in any Tax Period, one can never claim it again.

Let’s understand this with the help of an example:

Suppose Mr. Y’s revenue in the tax period ending 31 December 2025 was AED 4,300,000.

The revenue Mr. Y earned in the tax period ending 31 December 2026 is AED 1,900,000.

Mr. Y is not eligible for small business relief in the year 2026 since he had exceeded the threshold in one of the previous periods.

How to Elect Small Business Relief in the UAE

The process is simple:

  1. Register with the Federal Tax Authority for Corporate Tax and get your Tax Registration Number (TRN), if you have not yet done so
  2. Present your records evidencing that the revenue was never above AED 3 million in any Tax Period
  3. Submit the Corporate Tax return on the EmaraTax portal within 9 months from the end of the Tax Period
  4. Elect Small Business Relief for the particular Tax Period
  5. Make a simplified return

The election is not automatic. If you forget to make it while submitting your Corporate Tax return, it cannot be claimed anymore for the said period.

Key Benefits of Small Business Relief

  • It is treated as having zero taxable income → effectively 0% tax
  • Simplified tax declaration (requires less information to be submitted)
  • Easier compliance process and lower costs
  • More money left over to invest in your growing business
  • Valid until the end of Tax Periods ending 31 December 2029

Important Points You Must Remember

  • You will still have to register for Corporate Tax
  • You will still have to submit returns every year (even simplified ones)
  • You will have to maintain appropriate records for at least 7 years to prove your income
  • Tax losses cannot be carried forward from the period when you claim Small Business Relief
  • The relief needs to be claimed separately for each Tax Period
